Philly YIMBY recently shared details for a recent submission to the Philadelphia City Planning Commission’s Civic Design Review committee reveals details Bell Tower, a multi-building, 160-unit residential complex with an adaptive reuse component, proposed at 6635-39 Chester Avenue in Elmwood Park, Southwest Philadelphia.
