A new residential development has received approval at 3230 Belgrade Street in the Port Richmond neighborhood in Philadelphia’s River Wards section, where issued permits authorize the construction of a four-story, two-family building. Construction area for the project totals 3,302 square feet. Gnome Architects LLC is responsible for the designs and Your Best Choice Construction LLC is listed as the contractor.

Total construction costs are listed at $147,000, which includes $100,000 for general construction, $15,000 for plumbing work, $12,000 for mechanical work, $10,000 for electrical installation, and $10,000 for excavation.

The approved scope of work allows for the erection of a structure classified under R-3 occupancy, suitable for single- or two-dwelling residential use. The structure will include a basement level. Permit note 1,335 square feet of planned earth disturbance associated with the work.

A Streets Review approval has been issued as a prerequisite to the building permit, with the application flagging that one or both of the following conditions apply: construction extending into, under, or onto a public right-of-way, and/or the involvement of a new, relocated, or extended driveway.

A separate zoning permit authorizing new construction has been issued for the site. The building permit was issued on January 26, 2026, following an application filed in November 2025, and is set to expire on July 26, 2026. No renderings have yet been released.

The Nativity of the Blessed Virgin Mary Catholic Church, situated in the project’s vicinity at 2535 East Allegheny Avenue, is an attractive prewar religious building notable for its eclectic design.

  1. Not sure where this home is going to sit, either in the drive aisle of the new construction homes fronting E. Madison St. or abutting the ornate three story church building southwest, as displayed in the posted photograph.
