Permits have been issued for the construction of a single-family residential building at 3921 Reno Street in West Philadelphia’s Mantua neighborhood. The approved residential permit calls for an attached three-story structure with a roof access structure for access to an residential roof deck. High Line Property 020 LLC is the owner, with Magda Green Design LLC as the architect, and Festus Logistics LLC as the contractor.

The building permit lists 2,400 square feet of new construction and a total construction cost of $306,000. The cost breakdown includes $200,000 for general construction, $40,000 for plumbing, $30,000 for mechanical work, $20,000 for excavation, and $16,000 for electrical work.

The zoning permit approves the erection of a three-story attached structure with a full basement and a roof deck with a pilot house above the third floor level. The zoning documents list the property in the RSA-5 zoning district and identify the proposed use as single-family residential. Plans list an 850-square-foot lot and a 637-square-foot new building area. The site plan shows the structure on a narrow interior parcel along Reno Street, between neighboring single-family properties at 3923 Reno Street and 3919 Reno Street. The drawings show a third-floor setback, rooftop setbacks, a roof deck, a pilot house, and chief turbine vents. The building will be fully sprinklered in accordance with NFPA 13D.

The new construction will feature a rooftop deck and pilot house, underpinning, interior alteration, and new interior stairs from the basement to the third floor. Basement work includes a concrete slab, new stairs, one bedroom, bathroom, laundry, utility room, and underpinning, with additional residential rooms on the upper floors and rooftop access above.

The elevations show a narrow attached structure with brick-patterned cladding at the first floor, vinyl siding above, a front stoop, stacked window openings, a third-floor balcony condition, and a roof deck screened by a pilot house. The drawings label the rooftop level at 30 feet six inches and show the pilot house rising another seven feet six inches above the roof.

With zoning and building permits issued, the project may proceed as a three-story single-family residence with a roof deck under the approved plans.
