A zoning permit has been issued for the construction of a single-family structure at 1227 South 4th Street in Dickinson Narrows, South Philadelphia. Located at the southeast corner of South 4th Street and Titan Street, the structure will span a footprint of 952 square feet and will feature a cellar and a roof deck. Gerald W. Haley and Harley J. Saxby are the listed owners.
The structure will rise from a vacant site, where a grass lot enclosed with a chain link fence has persisted for over a decade. The attached structure will obstruct a charming, if plainly drawn, mural with a mix of Olympic and patriotic themes, proclaiming “South Philly” and “We have the gold!!”

Aside from the obstruction of the art piece, the development will have a positive impact on a block that has seen increasing development over the past few years, with the construction of a three-story rowhouse three doors down at 1233 South 4th Street around 2007-2009, another one next door at number 1231 in 2019, and a renovation of an adjacent prewar rowhouse next door during the same year, which hosts of the above-mentioned mural.
The property sits two blocks to the south of Jefferson Square and Sacks Playground. The 57 and 64 buses, as well as cultural destinations such as Mummers Museum and Philly PACK, a dance company, sit a few blocks to the northeast. A short segment of the Delaware River Trail along the waterfront is located within a 12-minute walk to the east.
