Permits have been filed for the construction of a single-family structure at 5152 Hoopes Street in the Mill Creek neighborhood of West Philadelphia. The structure will replace a vacant grass lot between two rowhouses to the east and west. The mid-block property is located closer to the corner of Hoopes and North Paxton streets. IRA Development LLC and Yucel Ismail are the owners and Maher Abdelaal is the design professional.

The planned building will rise to a maximum height of 38 feet, meaning it will likely match or slightly exceed the prevailing two-story height on the block. The building will feature a roof deck and a pilot house on top that is to not surpass 10 feet in height. The building will span 620 square feet.

The four-block-long West Mill Creek Playground, which follows the old creek bed, sits at the end of the block at North Paxton Street. A 15 trolley station is located three blocks to the north at the corner of West Girard Avenue and North 52nd Street, while the 10 trolley at Lancaster Avenue is situated several blocks to the east.
