Permits have been filed for the construction of a two-family structure at 2430 Waterloo Street in West Kensington. The building will rise from a 675-square-foot footprint on the west side of the block between West York Street and West Cumberland Street. US Capital Investments 15 is the listed owner.

The site is currently a vacant lot overgrown with vegetation and several young trees, with a metal fence surrounding the property. According to the documents, the attached structure will feature a roof deck.

The York-Dauphin station of the Market-Frankford SEPTA line sits within a five-minute walk to the southeast. The 3, 39, and 89 buses stop on the surrounding blocks. Two blocks to the east is the William H. Hunter Elementary School at 2400 North Front Street. Norris Square Park is situated four blocks to the south of the property.
