As expected, a recent site visit by Philadelphia YIMBY has shown no signs office construction at the site of an apparently stalled proposal for an office tower at 1301 Market Street in Market East, Center City, half a block to the east of City Hall. Originally designed by Skidmore, Owings & Merrill, the building will yield over 700,000 square feet, with floor plates at the lower levels measuring over 25,000 square feet and those at the upper floors at over 17,000 square feet.
The development’s promotional website touted features such as its direct unparalleled transit accessibility (the City Hall Station on the Broad Street Line, the 15th Street Station on the Market-Frankford Line, and the 13th Street trolley station all sit directly next door, and the Jefferson Station of the regional rail is located two blocks to the east) and floor-to-ceiling windows and landscaped outdoor terraces.

Could it be built for office use? Yes if law firms sign on dotted line. But why they haven’t signed up to enable construction to start up?
Because of the antiquated belief that office buildings are on the left side of Market Street and retail buildings are on the right side of Market Street. What is strange is the allowance of condos or rental apartments on the right side of Market Street.
What could be built on Pulver’s site? Condos or rental apartments could be built on site. Or better still a hotel for 2026!
I still think that City Hall is one of the ugliest buildings ever constructed! Went to school in Philly, undergrad and grad, and lived there for a number of years near Rittenhouse Square. Luckily, I did not have to walk by it that often!

@Stephen .W Beck if you think “City Hall is one of the ugliest buildings ever constructed” then you obviously don’t know your architectural ass from a hole in the ground. City Hall is an architectural marvel that is admired and photographed by visitors from around the country and the world. And to further enhance its beauty are the sightlines from where it can be viewed. If you possess the level of enmity for Philadelphia and its beautiful architecture that is obvious in your absurd comment then please leave. You won’t be missed.
The PhillyCC office and hotel market is overbuilt and short of public parking.
Any new offices are clearly moving westward.

There have been so many plans for this site over the decades I simply forgot about it. Philadelphia never seems to push for job growth; there always seems to be a lethargic approach to jobs and business in Philadelphia.
That’s right,build some commercial business building as commercial office buildings nationwide are loosing value by the hour. Finish this monstrosity and people will be scratching their heads wondering why it’s not renting.
The philly building boom is OVER. Im a plumber and have multiple builders winding down final projects after 7/8 years of building.
Not over forever. There is a national slowdown for a variety of reasons.
As a long term commercial real estate broker, very few office tenants want to be east of City Hall. Clearly the momentum is going west, witness recent moves by Morgan Lewis (22nd & Market), Aramark (2400 Market) and Chubb Insurance (soon to come new tower at 20th & Arch). Given its proximity to the Convention Center, a mixed use tower with residential and hotel the best option.
