Permits have been filed for the demolition of a vacant two-story prewar rowhouse at 867 Moss Street in Mill Creek, West Philadelphia. The former single-family dwelling occupies a 497-square-foot footprint on the east side of the block between Parrish Street and Hoopes Street. Octavia Hill Associates is the listed owner. NV Group Incorporated is the listed contractor.

The attached building features a wood frame with a red brick exterior and broken windows. The first-floor windows are boarded up. According to the documents, the demolition work will be performed manually.

The 64 bus stops at the corner of North 48th Street and Parrish Street one short block away. The 10 trolley runs several short blocks to the east on Lancaster Avenue, a major commercial corridor. Two blocks to the south of the property is the Mill Creek playground at 4700 Brown Street, with the Philadelphia Adult League Softball field on the same block. A block to the south of the playground is the Mayer Sulzberger Junior High School at 4725 Fairmount Avenue.
