Permits have been issued for the construction of a four-story, 14-unit residential building at 3932-36 Mount Vernon Street in Mantua, West Philadelphia. The development will replace a vacant lot on the south side of the block between North 39th Street and Union Street. Designed by the Scale Design Group, the structure will span 16,749 square feet and feature a basement. Permits list Kumas Homes as the contractor.

Construction costs are listed at $265,000. Permits allocate $250,000 toward general construction and $15,000 for excavation work.

The building will measure 45 feet wide and 84 feet deep, with a 13-foot-deep rear yard. The structure will rise 38 feet to the main roof, maximizing the local height limit, and 41 feet to the top of the parapet. Ceiling heights will measure approximately ten feet. The building’s street-facing facade will be massed as two attached rowhouses with a recessed central entrance, visually breaking down the structure’s mass. The two lower floors will be clad in masonry, and two balconies will be situated at the second story.

The development boom in eastern West Philadelphia, in great part driven by ever-growing real estate prices and housing demand in and around University City, continues to advance. The project at 3932-36 Mount Vernon Street will rise within around a ten-minute walk to the north of University City proper. Lancaster Avenue runs a block to the southwest, which houses a major commercial corridor and carries the route 10 trolley and route 40 bus.
