Permits have been issued for the construction of a four-story mixed-use building at 4225-27 North Park Avenue in the Hunting Park neighborhood of North Philadelphia. Located on the west side of the block between West Bristol Street and West Luzerne Street, the project will bring 45 residential units and ground-floor office space to a currently vacant site.
The project is being developed by Sacred Heart Home, operated by the Servants of Relief for Incurable Cancer, with construction managed by Domus, Inc. Design work is being led by architect Matthew Bartner, who also serves as the design professional in responsible charge.
Zoning approval was granted on January 17, 2024, and the commercial building permit was issued on July 23, 2025. The property is zoned CMX-2.5, which permits multi-family residential use with ground-floor commercial frontage.
The new structure will rise four stories and not exceed 52 feet in height, according to zoning documentation. It will span a total construction area of 35,448 square feet and include accessory bicycle parking. The development will contain a mix of uses: 45 dwelling units across the upper floors and 2,575 square feet of office space on the first floor. The permit also notes areas dedicated to moderate hazard storage, indicating an emphasis on utility and operations within the building.
Architecturally, the project will follow current International Building Code (IBC) standards, including full sprinkler coverage. Though facade materials and massing details have not been made public, zoning restrictions and building height limits suggest a block-filling structure with a street-facing commercial presence, as required under CMX-2.5 guidelines.
The project will involve 15,053 square feet of earth disturbance. Separate permits are required for mechanical, electrical, plumbing, and fire suppression systems. No underpinning is proposed, and the construction is not expected to impact adjacent properties.
The total cost of construction is estimated at $9,147,517, according to permit filings. Once complete, the development will introduce new affordable-style residential capacity and professional office space to Hunting Park, contributing to the corridor’s gradual revitalization.

Good riddance to both building and use.
The developer, Sacred Heart Home, currently owns a nursing home on the same block, Sacred Heart Free Home. Affordable housing is always a win, no matter its architectural merit.
