A two-story single-family residence has been approved for construction at 2315 South Marshall Street in the Lower Moyamensing neighborhood of South Philadelphia. The project, located on the west side of the block between Wolf Street and Ritner Street, will replace a vacant lot and add a new infill home to the predominantly residential rowhouse corridor. The development is planned by RSG Management, LLC, with architectural services provided by Andrew Menyo and zoning filings submitted by A2 Design Group LLC.
The new building will span a total of 1,449 square feet of interior space and involve an excavation disturbance area of approximately 672 square feet. The total construction cost is estimated at $185,000, including $140,000 in general construction expenses, with additional costs allocated for electrical, mechanical, plumbing, and excavation work.
According to the permits, the scope of work includes the construction of a two-story attached building with a cellar. The structure is designated for single-family household use and will be fully sprinklered. Separate permits are required for electrical, mechanical, plumbing, fire suppression, and excavation work. The building will be classified under the R-3 residential occupancy code, applicable to one- or two-family dwellings.
The zoning permit notes that the new structure will be used for affordable housing. The permit also confirms that the construction will impact an adjacent property and that the work may extend into the public right-of-way or involve driveway improvements, although no driveway is currently proposed.
Once completed, the new residence will fill a long-vacant parcel with a new single-family dwelling, contributing to incremental neighborhood reinvestment in the southern end of the Lower Moyamensing community.

I can’t believe someone is building an affordable house! I hope they scoop up more vacant lots and do more.
Because there are so few vacant lots, Lower Moyamensing has seen little new construction. Although there are three other empty parcels on the 2300 block of S. Marshall St., this is the first new residence in more than 50 years. Agree with Susan re affordability.
