Permits have been issued for the construction of a new mixed-use development at 2353-59 East Hagert Street in Olde Richmond, near the border with East Kensington. The project will bring a three-story attached structure with ground-floor commercial space and six residential units above. The project spans 8,944 square feet and carries an estimated construction cost of $363,400.

The owner is listed as 2353 East Hagert Street LLC. David Schwartz Construction Inc. is the contractor, and Menna Engineers & Associates is the design firm.

A zoning permit issued in June 2025 authorized the complete demolition of the prior structure on the lot and granted approval for new construction. The Zoning Board of Adjustment approved an administrative adjustment allowing for a three-story building with residential decks on the second and third floors. The property is zoned RSA-5, with the approved uses designating the ground floor for commercial occupancy and the upper levels for multifamily household living.

The Department of Licenses and Inspections issued a building permit on August 1, 2025. The structure will be fully sprinklered in accordance with NFPA 13 standards, and separate permits will be required for mechanical, plumbing, and fire suppression work.

Architectural plans show a contemporary infill structure that reflects the surrounding row-house scale while introducing mixed-use programming to the block. The commercial frontage will activate the street level, while the residential floors above incorporate rear-facing decks that provide private outdoor space without disrupting the street-wall along Hagert Street.

Located just off Cedar Street, between Tulip and Gaul streets, the site sits within the heart of Olde Richmond, a neighborhood that has experienced steady redevelopment over the past decade, with new residential and mixed-use projects replacing older industrial and vacant properties. Its position near East Kensington places the development within walking distance of Frankford Avenue’s commercial corridor and transit connections.
