A new three-story single-family rowhouse is moving forward at 2515 Cecil B. Moore Avenue in North Philadelphia West, for which building permits have recently been issued by the city. The attached structure will span 1,330 square feet of floor area and will feature a roof deck. The development team consists of the Civetta Property Group as the property owner, Ruggiero Plante Land Design, as the project designer, and Spruce Builders LLC as the general contractor.

Total construction costs are listed at $129,050, which includes $94,050 for general construction, $21,000 for plumbing work, $7,500 for mechanical systems, and $6,500 for electrical work.

Zoning documents place the property within the RM-1 zoning district. The lot measures approximately 1,343 square feet, with a proposed building footprint of 510 square feet. Approved plans indicate a building height of nearly 34 feet, below the district’s 38-foot maximum. Zoning approval for the project was issued in August 2025, followed by the issuance of a residential building permit in January 2026.

Architectural drawings included in the zoning submission illustrate a structure with a flat roof and a roof deck accessed via a bulkhead. The front elevation shows a masonry facade articulated with vertically stacked window openings, shallow pilasters, and an entrance accessed via exterior steps from the sidewalk. The building face will align with the property line, consistent with the surrounding attached rowhouse context along Cecil B. Moore Avenue. A crawl space will be situated beneath the building.

With permits now in place, the project clears the regulatory path for the construction of the latest addition to Cecil B. Moore Avenue, the neighborhood’s primary thoroughfare, adding to ongoing infill development along the corridor.

    A 3.5 foot wide Cecil B. Moore Avenue furnishing zone is wide enough for a street tree, just like that across the street.
