Permits have been issued for the construction of a three-story, four-unit apartment building at 3418 H Street in Harrowgate, Kensington. The development will replace a single-story garage situated on the southwest corner of the intersection of East Russell and H streets. Designed by Harman Deutsch Ohler Architecture, the building will span 3,640 square feet, lending an average of 910 square feet per unit, and will feature a cellar. Permits list RDM Builders as the contractor and a construction cost of $414,523.20.
The proposed building will measure 50 feet wide and 60 feet long, leaving space for a square, 15-foot-long rear yard. The structure will rise 33 feet to the top of the main roof and 36 feet to the top of the parapet. On the upper floors, two sections will be cantilevered over the Russell Street sidewalk on the north side of the building.
3418 H Street is situated within a six-minute walk to the north of the Allegheny Station and an eight-minute walk to the west of the Tioga Station, both on the elevated Market-Frankford SEPTA line. Unlike many of the surrounding neighborhoods, Harrowgate managed to maintain most of its rowhouse stock intact during the postwar period. As suchh, though buildings such as the proposal at hand do not represent wholesale, ground-up redevelopment of the neighborhood, they still enhance the local streetscape and offer a long-delayed, much-welcome return of construction activity to the area.
