Permits have been issued for the construction of a four-story multi-family residential building at 3912 West Girard Avenue, located in the Mantua neighborhood of West Philadelphia. The development will feature 29 residential units and private roof decks, replacing a vacant lot on the north side of Girard Avenue between North 39th and North 40th Streets. The development is led by 3912-3916 West Girard Avenue LLC, the property owner on record. Yona Construction LLC is listed as the general contractor. Architectural design is handled by Daniel Flesher of In Earnest Design LLC, while Ray Crossan serves as the design professional in responsible charge. The site engineer is Jake Sheridan of AquaEconomics.
A previous zoning permit also identifies Cadre Design and Development as the architectural firm involved in earlier iterations of the proposal.

The scope of work includes a total of 26,610 square feet of new construction, classified under Group R-2 occupancy and designed to comply with Type V-B construction standards. The building will rise four stories tall, with private roof decks accessible via pilot houses. The project is fully sprinklered and includes standpipes in accordance with the 2018 International Building Code. Excavation work will span an area of 6,500 square feet.
Zoning bonuses have been utilized to achieve additional units and height. The project was granted additional development rights, including a Mixed-Income Housing Bonus for eight units and a Green Roof Bonus for four additional units. According to permit documents, more than 60 percent of the roof will be covered with green roofing, and ten Class 1A bicycle parking spaces will be installed along an accessible route.
The total reported construction cost is $1,670,000, with $1.425 million allocated to general construction and $245,000 to excavation.
