Permits have been issued for a new three-story single-family home at 1709 North 4th Street, located in the Olde Kensington neighborhood of North Philadelphia. The project is proposed mid-block on the east side of North 4th Street, between Cecil B. Moore Avenue and Berks Street, within walking distance of Norris Square Park and the Berks Station on the Market-Frankford Line.

The building’s design is led by Maher Abdelaal. Lift Off LLC is listed as the property owner. Team Cohen LLC is the general contractor. The total cost of construction is estimated at $232,000, which includes $175,000 in general construction, $25,000 in plumbing, $15,000 in mechanical systems, $12,000 in electrical work, and $5,000 in excavation.

The development calls for the construction of a three-story attached wood-frame structure with a roof access structure leading to an occupiable roof deck. The use is designated as single-family household living. The structure will be fully sprinklered. According to city records, the building will include 2,500 square feet of total construction area and occupy the entirety of its parcel footprint.

The project will require a covered walkway or sidewalk closure within nine feet of the building facade. An excavation permit is also required. Mechanical, electrical, plumbing, and fire suppression systems will be permitted separately.

The property sits within the Central East L&I District and carries a zoning designation consistent with attached residential construction. No zoning variances were requested. The zoning permit explicitly allows for a roof deck and roof access structure, both included in the approved site plans.

Once complete, the new home will contribute to the ongoing wave of residential infill development transforming this stretch of North Philadelphia, particularly in the rapidly redeveloping Olde Kensington section.

    It’s time for the vacant former “Honor Foods” enormous, trashed warehouse (the one closed off with a barbed wire chain link fence) across N. 4th St. to be repurposed or demolished.
