The property is located within Philadelphia’s Central West L&I District.
Modbuilt Inc. is listed as the contractor, while design work is being led by Parallel Architecture Studio LLC. The project owner is Big Rentals Inc. of Philadelphia.

According to the permit filings, the structure will span 1,791 square feet across three floors plus a basement level. Work will be carried out on reinforced concrete foundations, with a sprinkler system installed throughout in accordance with NFPA 13D standards. Construction costs are listed at $175,000, with $104,000 allocated to general construction, $25,000 to excavation, $20,000 to plumbing, $15,000 to mechanical systems, and $11,000 to electrical work.
Architectural documents show a brick-clad three-story structure rising 32 feet to the main roof and 41 feet to the top of the pilot house. The home will include a rear yard measuring 175 square feet, and the roof deck will be set back from the street edge. The plans indicate a straightforward, modern interpretation of a traditional South Philadelphia rowhouse, with vertically aligned windows and a pilot house providing access to the roof deck.

The project adds new housing stock to a residential block situated near neighborhood amenities and community institutions. The site is located near D. Finnegan Playground at 29th and Wharton Streets, and is also within walking distance of Wharton Square Playground to the east.

In Philadelphia, even-numbered street addresses are either on the south or west side of the street while odd-numbered addresses (e.g., 1319 S. Hollywood St.) are either north or east. The statue of William Penn atop City Hall faces northeast, which I initially found odd (north and east = odd). Now I know that William is looking in that direction towards Penn Treaty Park along the Delaware Riverfront.
