Permits have been issued for the construction of a seven-story apartment building at 901 North Penn Street in Northern Liberties, North Philadelphia. The project is planned as a 193-unit multifamily development that will include a parking garage and a roof deck. The development will span 181,641 square feet of new construction area. Harman Deutsch Ohler Architecture is the project architect, with Hart Co. listed as the contractor.
Construction costs are specified at approximately $20.9 million.

Permits list the structure as Proposed Property A, which will rise on a CMX-3-zoned site. Zoning plans list Proposed Property A with 40,702.38 square feet of lot area. The project will provide 13,627.38 square feet of open area, equal to 33.5 percent of the lot, and 27,075 square feet of occupied area, equal to 66.5 percent of the lot. The plans show a proposed height of approximately 84 feet and a gross floor area of approximately 167,024 square feet.
The permit scope states that the structure will use horizontal separations to create two separate buildings with two construction types, with the first and second floors noted as Type IA construction and the third through seventh floors noted as Type IIIA construction.
Parking documents show 75 auto parking spaces proposed for Property A, including two ADA accessible spots and four electric vehicle spaces. The project also includes 65 bicycle parking spaces. A related parking-only zoning permit covers modifications to the existing parking lot on Proposed Property B, including 118 new accessory parking spaces for a new total of 615 parking spaces across that area.

The drawings show a horizontally-massed structure with a large parking area, common roof decks, pilot houses, roof access structures, trellis elements, projecting and recessed balconies, and a marquee above the first floor.
The building will be fully sprinklered in accordance with NFPA 13 and will include standpipes in accordance with NFPA 14. The permit also notes that the site is located within the Zone AE Special Flood Hazard Area and will include wet floodproofing through flood vents. An elevation certificate will be required upon completion of the first floor.
