Permits have been issued for the construction of a four-story, 74-unit apartment building at 5709 Cottage Street in Wissinoming, Northeast Philadelphia. The latest permit approval calls for a multi-family building with a roof deck, pilot houses, a green roof, and accessory parking. The development team consists of Cottage Holdings LLC as the owner, KJO Architecture as responsible for the designs, and Olympia Construction as the contractor.
Construction costs are listed at $4 million, all attributed to general construction.

YIMBY previously covered the project by in 2023, when renderings were revealed for an earlier 81-unit version of the development. The newly approved building permit lists 85,064 square feet of new construction and 36,015 square feet of earth disturbance. The building will be fully sprinklered in accordance with NFPA 13, with standpipes installed per NFPA 14.
The zoning table lists the property in the RM-1 district. The approval allows for additional units permitted through a green roof bonus. The approval also lists accessory off-street interior parking for 41 vehicles, including one van-accessible space and three electric vehicle spaces, as well as 25 Class 1A bicycle parking spaces on an accessible route.

The site plan shows the structure aligned along Cottage Street, accessory parking areas, a roof deck, pilot houses, an elevator overrun, a green roof, balconies, a landscaped yard, and vehicle access from Gillespie Street.
A separate zoning permit issued in July 2026 calls for complete demolition to create a vacant lot.
