Permits have been issued for the construction of a mixed-use building at 621 West Girard Avenue in Ludlow, North Philadelphia. The attached three-story structure will span 3,854 square feet and will include a basement, commercial space at the ground level, and two residential units above. In Earnest Design LLC is the architect.
Construction costs are specified at $250,000, which includes $220,000 allocated to general construction and $30,000 to excavation.

The site plan places the new structure between vacant parcels at 619 and 623 West Girard Avenue, with an existing six-story building shown at 625-27 West Girard Avenue. The property, zoned CMX-2, consists of an 18-foot-wide, 1,432-square-foot lot with a 75-percent proposed maximum lot coverage for the new building. Permit records identify excavation extending at least five feet below grade.
The structure will rise to approximately 30 feet tall, and the rear yard will measure approximately 11 feet deep. The commercial component will occupy the ground floor frontage and extend into the front 30 feet of the building depth, with the upper floors accommodating the two residential units.

Elevation drawings depict a narrow street-facing facade with a commercial storefront and a separate residential entrance at ground level. A broad window occupies much of the second floor, with three vertically aligned windows at the upper level. Brick-clad sections frame portions of the lower facade, with contrasting exterior fields shown above and around the window openings. The composition terminates at a flat roof.
The site is located along West Girard Avenue near North 7th Street. Public transportation is available nearby via SEPTA’s G1 service along Girard Avenue and bus route 47. Temple University sits within an approximately 21-minute walk, or roughly 14 minutes away via the bus.
