A zoning permit has been filed for the construction of a three-story, five-unit residential building at 514 West Susquehanna Avenue in Norris Square, North Philadelphia. The new building will replace a vacant lot and will feature a cellar and a roof deck. Liga Homes LLC is the listed owner.
The site sits in an area that was particularly hard-hit by the postwar period of depopulation and demolition. Many of the surrounding blocks have lost 50 to 80 or more percent of their original building stock, creating the present landscape of small clusters of rowhouses surrounded by wide swathes of open lots. Some local businesses have made use of such lots, such as the fenced-in parking lot across the street, yet most properties continue to sit unused and overgrown.

However, development is beginning to trickle back into the neighborhood. In 2018, a three-story residential structure replaced a vacant lot at 2145 North Randolph Street half a block to the north.
One of the factors in the neighborhood’s favor its location on the periphery of the greater area of Temple University, which has served as a major driver for local development over the past 20 years. The university is located within a 15-minute walk of 514 West Susquehanna Avenue and within an even closer proximity to the Temple University SEPTA station. Combined with ample available land, the area is well suited for future development.
