Permits have been issued for the construction of a three-story, six-unit multi-family building at 3933 Brown Street in the Belmont neighborhood of North Philadelphia. The project is being developed by 41 Development LLC, with Fitler Development serving as the contractor. The architect of record is Haverford Square Designs, and James Clancy is listed as the design professional in responsible charge for special inspections.

The scope of work includes the erection of a structure with a front porch. The project will sit on a 1,633-square-foot lot and will feature a total construction area of 5,748 square feet. The cost of construction is listed at $400,000.

Initially proposed with a pilot house and roof deck, the design was revised to remove these features and add a front porch instead. The building will be fully sprinklered.

According to elevation drawings, the building will rise to a height of 38 feet. The floor plan includes three stacked levels with two units per floor. Roof access is indicated only for Unit #6. The layout provides direct access to the street via a front porch, and the structure fills the lot with minimal setback.

The site is situated on Brown Street between Union Street and North 39th Street, a largely residential corridor characterized by narrow parcels and low-rise buildings. The surrounding blocks feature a mix of older row homes and new infill developments.

The project was originally refused under RSA-5 zoning for proposing a multi-family use, which is not allowed by right in this district. The refusal was overturned through the ZBA process, and the six-unit development was ultimately approved. The estimated construction timeline has not been revealed yet.

    The front porch will fit in nicely with its neighbors.

    There is a huge amount of vacancy in the immediate area. Because ZBA approved zoning variances, this new six-unit residence will help fill that void.

    The area east of 40th St. and Lancaster Ave., north of Spring Garden St., and west and south of the Schuylkill River, Philadelphia Zoo, and railroad tracks is usually dubbed Mantua. In any case, this project is in West Philly, not North.

    This area looks ripe for modern development and has enormous potential.

    The close proximity to the Philadelphia Zoological Gardens and Fairmount Park is a very attractive perk.

    SEPTA trolley route 10 serves the nearby Lancaster Avenue.

    I agree with Craig on the area:
    This is West Philadelphia.

    The front porch is just okay, considering it serves six units and some non-smoking residents will complain about the smokers blocking the entrance on their porch.

    No mention of parking is very concerning.

    No thanks!
    Not desirable.
