Zoning and construction permits have been issued for the development of a new three-unit residential building at 3028 North 15th Street in North Philadelphia. The approved scope of work calls for the erection of an attached three-story structure of Type V-B construction for use as a three-family dwelling classified under Group R-2 occupancy. The project site is owned by 3028 N 15 ST LLC. Harman Deutsch Ohler Architecture is responsible for the design.
General construction costs are listed at $241,000, with a total construction area of 2,117 square feet and 1,184 square feet of earth disturbance.

The site is located within an RSA-5 zoning district. The lot measures 1,600 square feet, with zoning plans indicating 416 square feet of open area, representing 26 percent of the site, and 1,184 square feet of occupied area, or 74 percent lot coverage. The building height is capped at 38 feet, consistent with district limits. While the RSA-5 district permits one dwelling unit by right, the approved development authorizes three residential units as a multi-family use.
Drawings depict a front porch along North 15th Street and rear decks at the second and third floor levels. The zoning site section shows a three-story massing rising to a maximum height of 38 feet, with a basement level below grade. A six-foot-tall fence is proposed along the rear and side property lines where applicable. Roof decks are set back a minimum of five feet from the right-of-way, and pilot houses are limited to stair and landing enclosures only.
An earlier commercial building permit issued in 2022 for a similar three-unit structure expired prior to construction. The current zoning permit was issued in April 2025, clearing the project for development in accordance with the approved plans. A construction timeline has not been announced.
