A zoning permit has been issued for a new multifamily building at 229 West Upsal Street in Northwest Philadelphia. The approval allows construction of a four-story attached structure containing 46 dwelling units, with the plans also calling for bicycle storage and reserved off-street parking for the new apartment building. The development is listed in the drawings as Upsal Hall.
The project team includes GY Properties, which is listed as the client on the drawings. Regan Kline Cross Architects is responsible for the architectural plans. Stantec Consulting Services is listed as civil engineer. Building-permit data provided with the filing lists Finch Development LLC as contractor and a total construction cost of $3.7 million.

The permit covers a new residential structure on a property already used for multifamily housing. The approved zoning scope lists the building for household living, multifamily use, along with 14 off-street surface parking spaces reserved for the new apartment building as part of a larger parking supply on the property. The permit also references 141 total accessory parking spaces, consisting of 86 surface spaces and 55 garage spaces, including one existing electric vehicle space, as well as 16 existing bicycle spaces.
Plans show a long, flat-roofed apartment building arranged along the sloping site. The elevations depict a regular grid of windows, projecting balcony rails at selected units, a lower level exposed by the grade change, and a restrained exterior composition with a pronounced roofline. The east elevation shows a new stair and ramp near an existing 18-inch stone wall, while the west elevation shows several stacked balcony conditions and existing stairs along the grade.

The zoning table places the property in the RM-3 Residential Multi-Family district and identifies several overlays, including the Wissahickon Watershed Overlay, Eighth District Overlay, and Steep Slope Protection provisions.
The site plan lists a lot area of 32,180.51 square feet, with 21,206 square feet of open area, equal to 66 percent, and 11,466.63 square feet of impervious coverage, equal to 36 percent. The approved plans also show a proposed area of disturbance and note Planning Commission approvals related to the Wissahickon Watershed Overlay, earth moving plan, steep slope protection, and landscape requirements.

The project would add a new mid-rise residential component to an existing multifamily property along West Upsal Street. With the zoning permit now issued, the proposal moves forward as a 46-unit addition to the site’s existing residential use, with the approved plans defining the building footprint, parking allocation, landscape treatment, and grading controls for the steeply sloped parcel.
