Construction permits have been issued for a three-story single-family development at 2323 Mutter Street in Norris Square, North Philadelphia. The project will rise from a vacant lot situated on the east side of the block between West Dauphin Street and West York Street, and will span a total of 1,442 interior square feet. The structure will include a basement and a roof deck. The project team consists of Standard Development LLC as the owner, Here’s The Plan, LLC as the architect, and Renato Rizaj (doing business as the Alpha Construction Group LLC) as the contractor.

Permits list construction costs for the rowhouse development at $205,000, which translates to approximately $112 per proposed interior square foot. The total allocates $166,000 for general construction work, $10,000 for electrical work, $10,000 for mechanical work, and $19,000 for plumbing work.

The architect and the contractor have also collaborated on similar other recent development, which includes projects such as 2156 North Orianna Street and 2029 North Orianna Street.

The building will be comprised of a masonry-styled base and a primary facade of running bond brick. A one-foot-wide cantilever (aka bay bump) will project over the front stoop. Although conventional, the exterior is styled in a manner pleasantly deferential to its prewar rowhouse context, which, combined with the fact that the new building will fill a gap within the streetwall, will make for a welcome addition to the block.

The property boasts convenient transit access. The York-Dauphin Station on the Market-Frankford elevated subway line situated within a four-minute walk to the east (along the vibrant Front Street commercial corridor), and route 3, 39, 57, and 89 buses make stops within a short walk of the property. Norris Square Park, the neighborhood’s primary public space, is situated within a four-minute walk to the south. A number of smaller green spaces, primarily those that are part of the Norris Square Neighborhood Project, are situated within similarly close proximity. Temple University may be reached within a ten-minute bike ride to the southwest.
