A zoning permit has been filed for the construction of an attached structure with a cellar and a roof deck at 1831 South 4th Street in the Wharton neighborhood of South Philadelphia. The structure will replace a vacant lot at the northeast corner of South 4th and Sigel streets. Abazi Enam is the listed owner.
Until 2016, a fenced-in yard spanned the property. In January 2016, a permit was filed for the construction of a three-story single-family dwelling with a cellar and a roof deck. Foundations were in place by June 2017. A three-story wooden superstructure rose swiftly afterwards, towering over neighboring two-story rowhouses.
However, construction then ground to a halt, and the boarded-up structure sat in a largely unchanged state until it was demolished some time between late 2018 and 2019, having stood for barely over a year. City records reveal that the structure was found to be unsafe, requiring the demolition.

The property sits rather far from the subway, yet the neighborhood is well-served by bus transit. Dickinson Square Park, a classic Philadelphia neighborhood square, sits a block and a half to the north.
