Permits have been issued for the construction of a three-story two-family rowhouse at 1042 West Dauphin Street in North Philadelphia East near Temple University. The development will rise from a vacant lot sited on the south side of the block between North 10th and North 11th streets. Designed by the 24 Seven Design Group, the structure will span 2,952 square feet and will feature a cellar and a roof deck. Permits list the Darbaz Inc. as the contractor.

Construction costs are specified at $240,000, of which $195,000 is allocated toward general construction and $15,000 apiece for plumbing, electrical, and mechanical work.

1042 West Dauphin Street sits just a few blocks to the northeast of the Temple University campus, which, for the past two decades, has acted as a real estate development catalyst for a neighborhood that fell in a distressed state in the postwar period. However, the block at hand feels distinctly as a part of North Philly East proper, an established working-class neighborhood, rather than a part of the mercurial, student-populated patchwork of the campus area.

This sensation may in part be ascribed to the site’s location just beyond the elevated trestle of the regional rail, which serves as both a physical and psychological bulwark between the two communities. Nevertheless, there is an equal possibility as to whether the property will be marketed toward ever-lucrative, though frequently rotating, university students, or to the generally older, family-oriented surrounding community.

The route 39 bus runs along Dauphin Street and stops just steps away from the proposed development. The Susquehanna-Dauphin Station on the Broad Street Line may be reached via a five-minute walk to the west.
