Permits have been issued for the construction of a three-story two-family rowhouse at 2120 North Percy Street in North Philadelphia East near Temple University. The development will rise from a vacant lot sited on the west side of the block between Diamond Street and West Susquehanna Avenue. Designed by the 24 Seven Design Group, the structure will span 2,464 square feet and will feature a basement and a roof deck. Permits list Deva Real Estate Development as the contractor.

Construction costs are specified at $390,000, of which $345,000 is allocated toward general construction and $15,000 apiece for electrical, mechanical, and plumbing work.

The attached structure, which will be situated on a through-bock site that runs to North Delhi Street to the west, will measure 14 feet wide and 45 feet deep, with an eight-foot-deep rear yard. The building will rise one story higher than adjacent two-story prewar rowhouses, and will stand 34 feet high to the main roof, 38 feet to the top of the parapet, and 43 feet to the top of the pilot house. The ground floor will be raised two feet above the sidewalk, making for a contextual match for its neighbors. Floor-to-floor slab heights will span 11 feet on the lower two floors and ten feet at the third story.

2120 North Percy Street will be one of the first new additions to the block since the end of World War II, finally reversing a prolonged postwar period of decline that left many rowhouses on the block demolished and many others in a state of disrepair. The development is part of a gradual eastward advance of new residential development that is already sweeping the area, particularly on the blocks to the west. This long-delayed revival may in great part be attributed to the proximity of Temple University, which spans mere blocks to the southwest.

Despite this proximity, the area east of the elevated trestle of the regional rail has been relatively slow to develop, so the ongoing advent of construction benefits both the university population and the local working-class community, which sees numerous derelict vacant lots filled back in with new residential stock.

The Temple University regional rail station sits two blocks to thee south, and the Susquehanna-Dauphin Station on the Broad Street Line is situated within a ten-minute walk to the northwest.
