Permits have been issued for the construction of a new residential building at 1412-18 North 17th Street in Cecil B. Moore, North Philadelphia. The proposed construction will replace a vacant lot located on the west side of the block, between Master Street, Bouvier Street, Jefferson Street, and North 17th Street. The project will include 19 dwelling units and a management office. Seiler + Drury Architecture is responsible for the designs. Ruggiero Plante Land Design LLC is listed as the engineer. Domus, Inc. is the general contractor.

Construction costs are listed at approximately $4.99 million, including $285,000 allocated for excavation.

The building will rise three stories, reaching a height of 32.9 feet to the roof, with an elevator penthouse located above. The structure will yield a total built-up area spanning 20,013 square feet and occupy an 8,592-square-foot parcel.

The architectural design features a symmetrical façade with uniform window groupings, a flat roofline, and a centered entrance with ADA-compliant ramp access. The proposed floor plan presents a functional and modern appearance that aligns with neighboring structures.

No parking or bicycle storage is included in the proposal. No heritage trees are present on the site, and no new street trees are planned due to an existing gas line beneath the sidewalk.

Permits were issued in March and June of 2025 for zoning and construction, respectively. The estimated construction timeline has not been revealed yet.

    This location looks very familiar to another recent development.

    No parking. Got it.
    No trees. Got it.

    This location is only 6 blocks from the Girard station of the Broad Street Line to the south and Cecil B. Moore (Columbia) station to the north. 🚇

    You get skyline views as a nice bonus.

    SEPTA bus route 2 has you covered for convenience.

    Ingersoll Park is around the corner for a pleasant walk.
    Not too far from Temple University.

    I’ll expect an update soon regarding the construction schedule.

    This development brings ~ 30 valuable new residents to a neighborhood severely depopulated starting in the 1950s.

    There may be an existing gas line beneath the sidewalk that ostensibly precludes “new street trees” but that same sidewalk currently supports three large mature street trees with pleasing canopies, one at 1414 N. 17th St. directly in front of this development. That tree should be protected during construction.

    The other two extant trees (planted in the sidewalk along with the existing gas line) are at 1420 and 1424 N. 17th, contributing to shade, cooling, soil improvement, cleaner air and water, carbon capture, improved health, less crime, higher property values, and beauty.
