Zoning approval has been issued for the construction of a new three-story attached residential building at 2213 North 7th Street in North Philadelphia East. The project is permitted within the CMX-2 zoning district and was granted approval by the Zoning Board of Adjustment with the proviso that the building contain a maximum of three dwelling units. The approved use is multi-family household living. Permit records list Amos Walker as the owner. Yona Construction LLC is identified as the contractor, and JTran Expediting is responsible for the designs.

Reported construction costs total $290,000, including $250,000 in general construction and $40,000 allocated for excavation.

An amendment approved in April 2025 reduced the previously approved building footprint, removed one roof deck access structure and its associated rear roof deck, and incorporated a second-floor rear deck as shown on the amended plans. The current approval authorizes the erection of a three-story attached structure with a roof deck and a single roof deck access structure.

The approved scope of work calls for the erection of a three-story attached structure of Type V-B construction with basement, roof deck, roof deck access structure, and a second-floor rear deck. The building will contain three dwelling units and is classified as R-2 residential occupancy. Permit documentation lists 4,778 square feet of new construction area and 1,190 square feet of earth disturbance.

Project data indicate a total lot area of 1,700 square feet. The approved building footprint measures 1,189.5 square feet, representing 70 percent lot coverage. The plans provide 510.5 square feet of open area and a rear yard depth of 23 feet 6 inches. The building height is listed at 36 feet 3 inches, below the 38-foot maximum permitted in CMX-2. Total building area is documented at 3,672.1 square feet excluding the basement level.

Elevation drawings show a flat-roofed row structure rising to a parapet height of 36 feet 3 inches. The front elevation along North 7th Street includes a projecting bay window element, brick veneer at the lower level, vertically aligned window openings, and an exterior stair leading to the main entrance. A metal guardrail encloses the roof deck, and a single pilot house structure rises above the roofline within the permitted height envelope. The rear elevation reflects the amended second-floor rear deck configuration and fenced rear yard area as detailed in the zoning set.

With the April 2025 amendment approved and zoning authorization in effect, the three-unit development at 2213 North 7th Street is cleared to proceed in accordance with the revised plans.

  1. If the basement is living space, the three apartments will average almost 1,600 square feet, quite a bit larger than most Temple University off-campus units.

    Of the 14 recently constructed residential structures on the 2200 block of North 7th Street, 13 have no street trees or other greenery. The fourteenth is The Washington, a well designed large triangular building at the corner of North 7th Street and Germantown Avenue., which is lined by more than a dozen shade trees on both streets. Well done.
