The zoning permit, issued in October 2025, approves the erection of a new two-story attached structure for single-family household living. The zoning sheet places the property in the RSA-5 zoning district and lists a 992-square-foot lot, a 584-square-foot proposed building footprint, a 16-foot lot width, a 25-foot six-inch rear yard, and a maximum building height of 20 feet eight inches. The permit record lists 659 square feet of earth disturbance. The approved scope also states that the building will be fully sprinklered under NFPA 13D, with separate permits required for mechanical, electrical, plumbing, and fire protection work.

Plans show the new building on the west side of South 31st Street, south of Grays Ferry Avenue and north of Titan Street. The site plan places the attached structure between an existing building and a vacant lot, with a rear yard, front steps, and a four-foot alley shown at the back of the parcel.
The front elevation shows a simple two-story residential façade with brick veneer, a flat roof, a pair of first-floor windows, two second-floor windows, and an entry door set along the street-facing side of the elevation. The isometric drawing shows a compact attached house form with a flat roof, a shallow front stoop, and a rear yard condition. With zoning and building permits now issued, the project may proceed under the approved plans.
