Permits have been issued for the construction of a new single-family residence at 1216 South 31st Street in Grays Ferry, South Philadelphia. The approved residential building permit calls for a new two-story attached structure spanning 1,168 square feet. Philadelphia Land Bank is listed as the owner. Pill Bug Construction LLC is the contractor. Parallel Architecture Studio LLC is the architect.

Permits list a total construction cost of $228,000. The cost breakdown includes $200,000 for general construction, $10,000 for electrical work, $8,000 for mechanical work, and $10,000 for plumbing work.

The residential building permit lists 584 square feet of new construction on each of the first and second floors. The zoning permit, issued in October 2025, approves the erection of a new two-story attached structure for single-family household living. The zoning sheet places the property in the RSA-5 zoning district and lists a 992-square-foot lot, a 584-square-foot proposed building footprint, a 16-foot lot width, a 25-foot six-inch rear yard, and a maximum building height of 20 feet eight inches. The permit record lists 659 square feet of earth disturbance. The approved scope also states that the building will be fully sprinklered under NFPA 13D, with separate permits required for mechanical, electrical, plumbing, and fire protection work.

The front elevation shows a simple two-story residential façade with brick veneer, a flat roof, a pair of first-floor windows, two second-floor windows, and an entry door set along the street-facing side of the elevation. The isometric drawing shows a compact attached house form with a flat roof, a shallow front stoop, and a rear yard condition. With zoning and building permits now issued, the project may proceed under the approved plans.
