A new three-story, four-unit residential building is proposed for a currently vacant lot at 610 West Norris Street in North Philadelphia East. According to recently issued permits, the structure will span 3,500 square feet and feature a basement as well as a roof deck. Here’s The Plan LLC is responsible for the design and Alfa Engineering is listed as the contractor and Enam Abazi as the builder.
Construction costs are listed at $400,000.

According to permit records, the development is approved as new construction classified as R-2 residential occupancy. The building will be fully sprinklered in accordance with NFPA 13R requirements. No on-site parking is proposed. A Streets Department review has been issued due to work occurring within the public right-of-way.
Architectural plans depict a vertically organized building mass in classic rowhouse style. The ground floor will features a raised entry accessed by exterior steps from the sidewalk, and the basement level will incorporate an emergency egress window and an escape well. Upper floors will feature a consistent fenestration pattern.
The roof deck will be set back from the front façade and screened by a guardwall. Access will be provided by an enclosed pilot house that will be reserved exclusively for stair circulation, consistent with zoning approvals.
The development will positively contribute to the streetscape as will continue the ongoing infill process along the West Norris Street corridor.
