Permits have been issued for the construction of a new three-unit residential building at 49 North Paxon Street in the Haddington neighborhood of West Philadelphia. The development calls for the erection of a three-story attached structure. The property is owned by City Block Development II LLC. AIMES LLC is listed as the contractor, with DesignBlendz Architecture serving as the design professional.

General construction costs are estimated at $550,000.

Approved plans indicate a maximum building height of 36 feet 9 inches to the roof high point, remaining below the district limit. The lot measures approximately 1,792 square feet, with a proposed occupied area of 1,139.1 square feet, representing 63.5 percent lot coverage. The project provides a rear yard depth of 21 feet 9 inches, exceeding the minimum requirement, and no zoning variances are indicated on the approved zoning matrix.

Site plans show the building positioned along the established front setback line, consistent with adjacent conditions along North Paxon Street. The ground level includes a basement egress well at the front and rear yard access at the back of the property. A rear yard measuring approximately 21 feet 9 inches extends to a four-foot-wide alley. A six-foot fence is proposed along the rear and side yard lines where applicable.

Architecturally, the front elevation presents a vertically proportioned three-story façade clad in masonry. Window openings are stacked in a consistent grid pattern across all levels. The primary entrance is elevated above sidewalk grade and accessed by a straight-run stair with metal railing. The roofline is flat, with mechanical equipment located at the roof level and a parapet defining the top of the structure. The overall massing maintains alignment with the attached rowhouse context while introducing a contemporary façade composition.

A construction timeline has not yet been announced.

  1. Philadelphia code: Residential Group R includes the use of a building or structure, or a portion thereof, for sleeping purposes when not classified as an Institutional Group I or when not regulated by the International Residential Code.

    Residential Group R-1 occupancies contain sleeping units where the occupants are primarily transient in nature, including hotels and boarding houses.

    Residential Group R-2 occupancies contain sleeping units or more than two dwelling units where the occupants are primarily permanent in nature, including apartment houses, convents, and dormitories. 49 North Paxon Street is R-2.

    Residential Group R-3 occupancies are where the occupants are primarily permanent in nature and not classified as Group R-1, R-2, R-4 or I, including buildings that do not contain more than two dwelling units, care facilities that provide accommodations for five or fewer persons receiving care, and congregate living facilities (non-transient) with 16 or fewer occupants.

    Residential Group R-4 occupancy includes buildings, structures or portions thereof for more than five but not more than 16 persons, excluding staff, who reside on a 24-hour basis in a supervised residential environment and receive custodial care, including alcohol and drug centers and assisted living facilities.
