Zoning approval has been issued for the redevelopment of 1108 Webster Street in the Bella Vista section of Philadelphia. The permit authorizes the complete demolition of an existing attached two-story structure with garage and the erection of a new four-story attached building with a roof deck accessed by a pilot house. Ferraro Construction Group LLC is listed as the contractor. Gnome Architects LLC is the design professional.

Reported construction costs total $405,000, including $350,000 in general construction, $20,000 in plumbing, $20,000 in electrical work, and $15,000 in mechanical systems.

According to the issued zoning permit, the project was approved in November, 2024 following review by the Zoning Board of Adjustment. A demolition permit was issued in October 2025 for removal of the prior structure. The approved use is Residential Household Living Single-Family. The approved development allows for a single-family dwelling containing two accessory interior parking spaces at the ground floor, with a roof deck and roof access structure above. The property is zoned RSA-5.

Permit records indicate that the new building will rise to a height of 45 feet, exceeding the 38-foot maximum permitted in RSA-5, and will occupy the full 728.5-square-foot lot. Zoning data sheets show 100 percent lot coverage, zero open area, and no rear yard setback, where nine feet would otherwise be required. The plans also include a 1-foot-8-inch projecting bay window and a reconstructed 13-foot curb cut along Webster Street to accommodate the garage.

The residential building permit was issued on March 1, 2026 for construction of a four-story Type V-B structure classified as Group R-3 occupancy. The building will contain approximately 2,870 square feet of new construction area.

With zoning authorization in place and building permits issued, redevelopment of the single-family dwelling at 1108 Webster Street is cleared to proceed in accordance with the approved plans.

    It’s not clear why the Zoning Board of Adjustment so readily violates Philadelphia code to allow quality of life damaging garage front homes. Adhering to carefully developed zoning parameters generally results in better projects than ad hock deviations.
