The primary elevation along West Tioga Street shows vertically aligned window openings across each level, with brick and cast stone indicated in the drawings. A central entrance accessed by a short set of steps leads to the interior, while below-grade egress wells are shown along the front facade. Section drawings indicate stair circulation connecting levels, with stair access extending from the basement through the upper floors.

Zoning records indicate that the site is located within an RSA-5 residential district, where multifamily use is not permitted by right. Project materials state that the proposed six-unit configuration requires zoning relief, and a refusal was issued on that basis. The zoning permit authorizes the erection of the structure as shown in the approved plans.
