Permits have been issued for the construction of a four-story, 63-unit residential building at 1015 South 3rd Street in Queen Village, South Philadelphia. The development will feature 50,615 square feet of floor area above a basement and will feature a shared roof deck, a green roof, and parking for 21 bicycles. Summer Corner LLC is the listed owner, with Harman Deutsch Ohler Architecture as the architect and WYD Construction LLC as the contractor.

Construction costs are indicated at $3.5 million; the figure includes $3 million for general construction and $500,000 for mechanical work.

The property is zoned as part of a RM-1 residential multi-family district. Plans call for 36 units permitted by right, 18 additional units granted through the mixed-income housing bonus, and nine more units earned via the green roof density bonus; seven of the units are classified as affordable under the mixed-income provision.

The mixed-income bonus also permits the building to reach 45 feet in height, seven feet above the base 38-foot limit. The proposal provides for 26 percent open area, which includes two irregularly-shaped rear yards.

The proposal calls for a roof deck will be situated near the center of the building (with two enclosed pilot houses providing access), as well as recessed balconies at the second through fourth floors. The landscape plan indicates three trees in the yard and more along the site perimeter, with species consisting of the Kousa dogwood, Eastern red cedar, Hollywood juniper, and Inkberry holly. Fencing will extend along the rear yards where applicable.

The route 57 bus route stops at the nearby Washington Avenue and 3rd Street intersection, providing north-south transit access. The current version of the project proposes five fewer units than what an earlier iteration of the proposal called for.
