Permits have been issued for the construction of a four-story, 16-unit residential building at 235-41 Cecil B. Moore Avenue in Kensington. The development will span 14,540 square feet and feature a basement and roof decks. Permits list Prestige Design and Construction LLC as the contractor and Toner Architects as the architect.
Construction costs for the building, alternately addressed as 235-241 Cecil B. Moore Avenue, are specified at $2 million.

Previously approved zoning plans place the property within a CMX-2 commercial mixed-use district. The project falls within a Mixed-Income Neighborhoods Overlay District. The site occupies a corner parcel at Cecil B. Moore Avenue and North Bodine Street, measuring approximately 3,240 square feet. Drawings indicate approximately 331 square feet of proposed open area and a rear yard extending along an alley.

Elevations depict a four-story structure with a masonry exterior and regularly arranged windows. The Cecil B. Moore elevation features a series of single and paired windows, with narrow vertical elements along of the façade. Similar window arrangements appear along North Bodine Street, where the elevation extends across the depth of the site.
The drawings show rooftop decks above the fourth floor, with multiple pilot houses providing access. The roof plan identifies separate deck areas enclosed by parapets and railings, while a building section illustrates stairways connecting the basement and upper floors. Elevations mark the fourth-floor level rising to 34 feet above the first floor and a pilot house reference level at 46 feet.

The project is associated with an earlier demolition permit authorizing removal of an existing three-story masonry structure at the property. A separate site permit also covers excavation and underpinning work.
The site is located near North American Street, within an area that has seen substantial residential redevelopment in recent years. Front-Girard station on the Market-Frankford Line provides rapid transit service to Center City and Northeast Philadelphia, and the route 3 bus runs nearby along Berks Street. The surrounding area consists of a mix of residential buildings, vacant parcels, and neighborhood commercial properties.
