Permits have been issued for a reconstruction and expansion residential project at 3117 North 16th Street in Allegheny West, North Philadelphia. The property is located on the west side of North 16th Street, just south of West Clearfield Street. The project will span 5,788 square feet across the cellar and three residential floors. When completed, the building will contain three dwelling units. Revive Investments LLC is listed as the owner, A&P Construction LLC as the contractor.

Permit filings cite a construction cost of $50,000 for the general construction work. Separate permits are required for mechanical, electrical, plumbing, and fire suppression work.

Permits classify the work as new construction due to more than two-thirds joist replacement combined with a rear addition to an existing semi-detached structure. The permit lists an earth disturbance area of 1,552 square feet. The building will be fully sprinklered with an NFPA 13 system.

Zoning documents place the parcel within the RSA-3 district, though the approved use is R-2 residential for three dwelling units. The lot measures 25 feet in width and totals 3,696 square feet in area. A zoning permit issued in December 2024 approved the rear addition to the semi detached structure and established the parameters for the current reconstruction.

Architectural drawings depict a structure rising 33-and-a-half feet, with the primary façade facing east onto North 16th Street. The front porch will remain in place, while the three-story volume will extend westward along the parcel toward the rear yard. The rear elevation displays a regular window pattern, and the side elevation illustrates an extended building volume created by the addition. The site plan shows open yard space at both the front and rear of the deep lot.

The project will contribute much-needed renovated residential stock to the neighborhood.
