Construction is underway on The Views at Penn Treaty, a residential development at 1143-51 North Delaware Avenue in Fishtown, Kensington. Designed by Abitare Design Studio and developed by Gotham Bedrock, LLC and The Cohen Team at Keller Williams Philadelphia, the project consists of 19 townhouses sited on the Delaware River waterfront. Each of the townhouses rises four stories plus an upper level with two roof decks and a pilot house. According to the official website, prices begin at roughly $1.9 million. The townhouses will span from 3,966 to 5,500 square feet and will feature three to five bedrooms, private elevators, two-car garages, and private access to adjacent Penn Treaty Park.

The development gets its name from its location immediately south of Penn Treaty Park, the former site of the Lenape village of Shackamaxon, where William Penn signed a treaty of peace with Tamanend, a chief of the Lenape Turtle Clan, in 1683. Both the park and the development sit next to the Delaware River, offering ample views to future residents. A pedestrian trail is proposed between the development’s south end and the river’s edge.

On the northern, park-facing side, renderings show a chevron array of large windows, tilted to face the river. Renderings also appear to show a rising elevation of ground as it approaches the river, likely as a means of mitigating potential flood inundation. Townhouse entrances will be located on the northern side of the development, via a private walkway that runs alongside the park. In the rear, on the southern side, a gated driveway will service the garages.

In a typical townhouse, the ground level will feature a foyer and a two-car garage. The second story comes with a park-facing living room and a kitchen/dining space adjacent to a rear deck. The third floor includes two en-suite bedrooms and the laundry room. The master suite, with two walk-in closets and a wet bar, spans the entire fourth floor. Two roof decks occupy the fifth level, accessible via a pilot house.

Philly YIMBY’s recent site visit reveals that the townhouses are structurally complete for the most part, though little progress has been observed over the past few months. Similarly, no progress has been observed immediately south at Pier Village at 1121 North Delaware Avenue, where a vacant lot awaits the construction of a 116-unit, multi-building residential complex, with two mid-rise apartment buildings and 28 rowhouses similar in scale to The Views at Penn Treaty.

Roughly a decade ago, a 35-story, 168-unit condominium development known as Penn Treaty Tower was proposed at the site. Despite the current lower scale, the development is part of an ongoing revival at the Delaware River waterfront, which waned for decades after local industries abandoned the area and the elevated Interstate 95 highway (a.k.a. the Delaware Expressway) effectively cut off the waterfront from the inland neighborhoods.

Rivers Casino Philadelphia, which opened as SugarHouse Casino ten years ago, sits immediately southwest of the Pier Village site. A block further to the southwest is the three-tower Waterline Square condominium complex, which opened in 2006, with two more towers still proposed. Northbank, a 900-unit residential development, is proposed half a mile to the northeast of The Views at Penn Treaty. Views at Penn Treaty sits within a 15-minute walk of the Girard station on the Market-Frankford SEPTA line and the 15 trolley on Girard Avenue, both located between the booming, pedestrian-friendly neighborhoods of Northern Liberties and central Fishtown.

No completion date has yet been confirmed, though if construction resumes, the complex may be finished by next year.
