A recent site visit by Philadelphia YIMBY has observed that construction has topped out at The Luxe Phase II, a five-story, 110-unit mixed-use building underway at 1775 North American Street in Norris Square. The property spans a through-block lot bound by North American Street to the west and North 2nd Street to the east, with an L-shaped bend of North Philip Street and West Montgomery Avenue delineating the property’s southeast boundary. Designed by HDO Architecture, the building will span 110,772 square feet and will include ground-floor retail, elevator service, parking for 60 cars and 39 bicycles, and a roof deck with an outdoor pool. Permits list Tester Construction Group as the contractor and indicate a construction cost of $15.95 million.
The new building comprises the second part of The Luxe, a two-building rental complex alternatively called The Luxe Fishtown (the official project website labels the neighborhood as Fishtown West). The under-construction structure is an encore to The Luxe Phase I, a six-story, 95,000-square-foot, 96-unit mixed-use structure currently nearing completion next door to the south at 1705 North American Street.
Upon completion, Phase I will offer units ranging from studios to three-bedroom apartments, currently available for rent from $1,399 to $3,300 per month, and amenities such as a landscaped courtyard plaza facing American Street, keyless entry, four elevators, two package rooms, a two-story gym with Peloton machines and a bouldering wall, co-working space, conference areas, a bar, a sauna, a golf simulator, and an extensive roof deck with fire pits. The property will be pet-friendly.
In turn, Phase II will offer a sprawling second-story roof deck with an infinity pool facing American Street and a skyline panorama.
While Phase I is likely to open some time in the coming months, in our estimate, Phase Two is still at least a year from completion. Our visit found the structure topped-out at its 60-foot roof height (70 feet to the top of the bulkhead), largely assembled and windowed, although installation of the facade, which will sport chamfered apertures to match those of Phase One, has not yet begun.
The Luxe stands just to the north of Cecil B. Moore Avenue, which is serviced by the route 57 bus. The Berks Station on the Market-Frankford subway line sits within a ten-minute walk to the northeast on North Front Street, adjacent to central Fishtown. The route 15 trolley runs along Girard Avenue just to the north of Northern Liberties within a 12-minute walk to the south. The Temple University campus may be reached within a 15-minute walk to the west.
In our recent article covering The Luxe Phase I, we expressed our urban planning take regarding the state of redevelopment along American Street. Since it succinctly summarizes our outlook, we reiterate our insight below:
Formerly the anchor thoroughfare for a major industrial district, North American Street is currently undergoing a major revival, with large mixed-use developments rising along its flanks. Although projects such as The Luxe will add hundreds of much-needed new residential units and will animate the currently forlorn streetscape with ground-level retail, the street is wide enough and is situated close enough to mass transit to warrant development of much larger and taller projects than the ones that are currently in progress. For the future, we envision the thoroughfare to be lined with mixed-use high-rises with thousands of apartments and numerous public institutions and entertainment amenities, and with streetscape improvements such as protected bike lanes, shortened pedestrian crossings, and new bus service.
