Permits have been issued for the construction of a three-story, three-unit rowhouse at 3930 Brown Street in Mantua, West Philadelphia. The new structure will rise from a vacant lot situated on the south side of the block between North 39th Street and Union Street. Designed by 24/7 Design Group, the building will span 3,772 square feet and will include a basement and a roof deck. Permits list Black Sea Construction as the contractor.
Permits specify a construction cost of $550,000, which yields an average cost of around $146 per interior square foot. Of this total, $50,000 is allocated for excavation work.
The proposal at 3930 Brown Street will replace a grassy parcel that is a part of a much larger vacant lot, which will hopefully see more new construction, ideally of a higher-density variety, as the real estate market in nearby University City (situated via an approximately 15-minute walk to the south) remains hot.
Lancaster Avenue, the neighborhood’s primary thoroughfare, which carries the route 10 trolley and the route 43 bus, runs within an eight-minute walk to the southwest. Route 31, 38, and 40 buses also run in the vicinity.

Large 1,250 average square foot units, roof deck, front yard, rear yard, eleven foot floor-to-floor heights, covered front porch, basement storage, and easy access to University City, West Fairmount Park, the Lancaster Avenue commercial corridor, trolley, and bus. And lots of open space nearby, at least for the short and medium term. This one’s a win.
