Permits have been issued for the construction of a multi-family residential project has been approved at 616 North 57th Street in the Carroll Park neighborhood of West Philadelphia. Designed by MC Architectural, the three-story attached structure will feature a covered front porch, and four dwelling units. SRR & SE LLC is listed as the property owner. The contractor is David Elmaliah.

The development is planned for a 5,052-square-foot structure classified under occupancy group R-2 for multi-family use. The site sits on the east side of North 57th Street, between Girard Avenue and Lansdowne Avenue, in a primarily residential block with access to multiple transit options.

The zoning permit was granted following an appeal to the Zoning Board of Adjustment, as the site lies within the RSA-5 zoning district, which typically prohibits multi-family uses. The approved plans allow for the proposed four-unit configuration and the covered porch as shown in the submitted drawings.

The approved scope specifies that all work must adhere to the plans on file, with any field condition variations requiring consultation with the design engineer. A covered walkway or sidewalk closure will be required within nine feet of the building façade. Separate permits will be required for electrical, mechanical, plumbing, and other related work.

According to permit filings, the project carries a total estimated construction cost of $534,400, including $65,000 for excavation and $469,400 for general construction. The building is designed to maximize residential density on the lot while conforming to the height and bulk allowances of the zoning approval.

As of the latest filing, the building permit was issued on August 7, 2025. Construction activity at the site has not yet been confirmed, but all necessary city approvals are in place for work to proceed.

    That’s some beautiful brickwork.

    The open area is only 14% of the parcel, lower than the typically required 25%. Perhaps owner SRR & SE LLC received a zoning variance for this too (in addition the permit for multifamily use).
