Permits have been issued for the construction of a three-story mixed-use building at 1716 Frankford Avenue in Fishtown. The project occupies the triangular parcel fronting Frankford Avenue, Palmer Street, and Blair Street. The development will span 46,501 square feet and feature 40 residential units above ground floor commercial space. SWC Palmer and Frankford is the owner, Gnome Architects is the architect, and Tester Construction Group LLC is the contractor.

Construction cost is listed at $8 million.

Plans display a common roof deck served by pilot houses that enclose stair and elevator access. The building will be fully sprinklered per NFPA 13.

The ground floor will hold 13,149 square feet of commercial spac3e and 2,868 square feet of residential space, while the second and third floors will each span 15,242 square feet. Section drawings indicate a building height of 38 feet, measured from average grade to the high point of the primary roof membrane. Roof plans also show a green roof alongside the shared roof deck.

Zoning approvals were issued in October 2022 and amended in July 2024, call for adjusting the pilot-house location and revising roof-deck/green-roof configuration.

The site plan illustrates primary retail frontage along Frankford Avenue with residential lobby and services at the Palmer Street corner. Seven parking spaces are shown off Blair Street. The drawings also show two roof-deck access structures and an elevator vestibule above the roof deck, consistent with the permit scope.

Once completed, the project will add new ground-floor commercial space and a relatively large number of homes on one of Fishtown’s most active corridors, reinforcing the district’s walkable, mixed-use character.
