Permits have been issued for the construction of a three-story single-family home at 609 East Locust Avenue in Germantown, Northwest Philadelphia. The total construction area is listed at 1,120 square feet. Plans depict a roof deck with a bulkhead access structure. The project is being developed by Popular General Contractor LLC, which is also listed as the general contractor. MC Architectural LLC is the project designer.
According to permit documentation, the project carries a total construction cost of $207,500. That figure includes $167,500 allocated to general construction, along with $12,000 for electrical work, $14,000 for mechanical systems, and $14,000 for plumbing.

Permit filings describe the work as Type V-B construction, with the superstructure to be built atop an existing foundation that will be refurbished into a finished basement. The residence will be classified as Group R-3 occupancy.
Architectural drawings show a rowhouse-styled attached residence with a raised front entry and stoop. The street-facing facade will incorporate a combination of brick veneer at the lower level and panel cladding above. Window openings are arranged in a conventional vertical pattern. A parapet will cap the structure and will conceal a flat roof, which will rise. The proposed building height is shown at approximately 36 feet, below the 38-foot maximum height established by local zoning limits.
With zoning approval issued in November 2025 and construction permits granted in January 2026, the project at 609 East Locust Avenue represents residential infill development that will positively contribute to to an established Germantown block.
