The project is being developed by T&I Development LLC, with KCA Design Associates as the architect and SZM Group LLC as the contractor.
The total construction cost is listed at $254,400, which includes $224,400 in general construction costs and $30,000 allocated toward excavation work.
Permits describe the structure as a new construction building of Type V-B wood-frame construction, with a total construction area of 4,536 square feet. The building will include a basement level and three above-grade floors, each associated with R-2 residential occupancy. Additional features include a rear deck at the second floor, as well as a roof deck and a roof deck access structure positioned above the third floor.

Zoning documentation indicates that the property falls within an RM-1 district, where multi-family residential use is permitted. The lot measures 16 feet in width and 1,376 square feet in area. The proposal occupies 1,031 square feet, corresponding to 75 percent lot coverage, while maintaining 345 square feet of open area, meeting the minimum 25 percent requirement. A rear yard setback of 14 feet 7 inches is provided, exceeding the minimum requirement of 9 feet or 10 percent of lot depth. The third floor is set back 8 feet from the rear, consistent with zoning requirements, and the building height is listed at approximately 34 feet 3 inches, below the 38-foot maximum.

Architectural drawings depict a front façade organized with a raised entry accessed by an exterior stair, with a basement-level opening below. The primary elevation shows a symmetrical window arrangement and a masonry exterior finish. The rear elevation contrasts with a horizontal siding treatment and incorporates the second-floor deck and vertically aligned door and window openings. A pilot house structure is visible above the roofline, providing access to the roof deck.
The project site is located along North Carlisle Street. A zoning permit for the project was issued in January 2026, followed by a building permit issued in April 2026.
