The stretch of North Broad Street just north of the Vine Street Expressway is poised for a surge in development. One of the projects slated for the area is Broad and Noble, a 231-foot-tall, 19-story residential high-rise at 427-43 North Broad Street in Callowhill. Alternately addressed as 1327-31 Noble Street, the project is designed by Barton Partners and is being developed by Toll Brothers.
The property will feature retail and office space on the two lower floors and 368 residential units above. The structure consists of a two-story podium, styled as a separate building, located at the street corner and nestled within the larger building’s L-shaped footprint. The northern wing will stand taller than the eastern wing, and the bulk of the massing faces away from the Inquirer Building, giving extra air to its historic neighbor.
The design breaks away from the typical all-glass curtain wall, instead implementing a more traditional exterior that is respectful of the historic industrial neighborhood. A grid of dark gray brick encloses two-story sections split with light gray panels. The top floors will revert to an all-panel exterior. Setbacks among the uppermost levels make room for outdoor terraces.
The near-square ground level will include a small plaza at the street corner, extending along Noble Street.

Toll Brothers unveiled the development and filed the first permits in October 2019, with another permit following in January. Soil testing already took place at the parking lot that spanned the site, indicating that the project is moving forward.
A 275-foot-tall, 17-story high-rise is also proposed for two blocks south at 619 North Broad Street. Given the area’s proximity to Center City and abundance of underdeveloped lots, we expect more deelopment to follow in the near future.
No completion date has been announced, though sometime by 2023 is feasible.
