Recently issued permits outline plans for new residential construction at 35 East Seymour Street in the Germantown section of Northwest Philadelphia. The project proposes a two-story, semi-detached structure on a vacant parcel fronting East Seymour Street. Permit records identify the Philadelphia Land Bank as the property owner, with Spruce Builders LLC listed as the contractor. Moto Designshop Inc is responsible for the designs.

Permit records list total construction costs at approximately $125,300, including line items for general construction, plumbing, mechanical, and electrical work.

The scope of work calls for new construction for use as single-family household living, with the building classified as R-3 residential occupancy. Approved documentation shows 650 square feet of residential area per floor, resulting in a total of 1,300 square feet across two stories.

Zoning plans indicate the development will rise two stories above grade with no parking provided. The project sits within the RSA-5 residential zoning district and reflects a semi-detached configuration, with a side yard separating it from the adjacent structure. Streets Department review has been completed and issued, reflecting work within the public right-of-way associated with the proposed entry steps and site access.

Architectural drawings depict a brick-clad front facade set directly at the property line, consistent with rowhouse styles. The elevation shows vertically aligned window openings across both floors, with paired windows on the primary wall plane. A recessed ground-floor entry is positioned along one side of the facade and is accessed by exterior steps and railings from the sidewalk. Subtle architectural detailing is provided through shallow pilaster-style embellishments with minimal projection, along with a modest cornice line that caps the facade and screens the roofline behind it.

No construction timeline has been announced.

  1. 35 East Seymour Street and 4925 Wakefield Street (see next post) are nearly identical but mirror images of each other. It is cost effective to build two structures using the same architectural plans, materiel, and construction firm.

Although unavoidable, two large mature trees will be lost.
