Permits have been issued for the construction of a four-story, 16-unit mixed-use building at 3729-31 Lancaster Avenue in University City, West Philadelphia. The structure, located on the northeast site of the block between Powelton Avenue and North 38th Street, will replace two three-story prewar rowhouses. The building will span a footprint of 5,946 square feet and will contain 15,100 square feet of interior space. Of these, 875 square feet will be allocated to a ground level commercial space. The rest will be divided between 16 residential units, which will average around 889 square feet each. The structure will feature an elevator, space for six bicycles, and full sprinkling. During Philadelphia’s period of rapid growth in the late 19th and early 20th centuries, much of the development in the city’s outer neighborhoods and in the suburbs was driven by the city’s expansive regional rail network. Today the trend is seeing a revival as a number of large developments are currently in progress near various regional rail station across the city and the metropolitan area. One among these is Station Square, a five-story, 49-unit mixed-use development underway at 308-16 West Chelten Avenue in Germantown, Northwest Philadelphia. The site sits across the street from the Chelten Avenue Station of the SEPTA Regional Rail. On July 21, 2021, developers Zatos Investments and R+M Development, as well as contractor Tester Construction Group LLC, celebrated the groundbreaking of the building, officially marking the start of construction.

The development will replace a three-story rowhouse located on the north side of the block between North 40th Street and North Preston Street. The building will replace a vacant site on the east side of the block between West York Street and West Cumberland Street. The structure will span a ground footprint of 5,209 square feet and will contain 10,000 square feet of interior space, translating to apartments averaging slightly over 1,000 square feet each. Permits list Cheryl L. Palina and Michael A. Palina as the owners and JPL Construction Inc. as the contractor (the latter is also listed for three of the four buildings covered in the feature story). During the postwar period, Philadelphia has undergone a period of depopulation and saw numerous demolitions. Neighborhoods were affected to widely varying degrees, with some remaining largely intact and others losing blocks upon blocks of their housing stock. Thankfully, the trend has reversed back to growth during the past couple of decades. Today we look at how four relatively minor buildings approved at North 7th Street in North Philadelphia East will help turn the tide in a long-neglected neighborhood.

Ornate Prewar Townhouse Makes Way for Similarly-Sized Building at 2043 Fitzwater Street in Graduate Hospital, South Philadelphia

Philadelphia’s ongoing construction surge is a major boon for the city, and occasional demolitions are needed for the city’s continued growth. However, some teardowns are rather unfortunate and unnecessary, to put it mildly, particularly when they take down a preservation-worthy edifice in apparently sound structural condition, or when the replacement offers no notable increase in scale, density, or functional use. The proposal at 2043 Fitzwater Street in Graduate Hospital, South Philadelphia, checks off on both of these concerns, where a finely ornamented, contextually appropriate, apparently well-maintained prewar townhouse is being demolished to make way for a four-story, three-unit building that will offer only a marginal boost both in scale and density.
